The reason armies compete for priority: the sage does not begrudge noble rank to recruit talent; the skilled and brave are not denied generous emoluments; keen eyes and ears are not denied gold. Bo Yi and Shu Qi did not become famous only on the day of their death — their prior conduct was already distinguished. King Wu did not achieve victory only on the morning of the jiazi day — his prior governance was already excellent. In espionage: for short distances, know everything within a thousand li; for walls and settlements of ten men, verify five times daily. For major campaigns, know everything under heaven and verify daily. Scatter gold and use intelligence. The army that does not trumpet its movements: do not blow alarms recklessly, do not assemble carelessly, do not march aimlessly, do not advance by force. Attack the strong point and you are blunted; exploit the gap and you seem divine.
