明主之道

The Way of the Enlightened Ruler

明主者,有術數而不可得欺也,審於法禁而不可犯也,察於分職而不可亂也。故群臣不敢行其私,貴臣不得蔽賤,近者不得塞遠,孤寡老弱不失其職。

The enlightened ruler possesses administrative techniques that cannot be circumvented, is thorough in law and prohibition that cannot be violated, and is precise in the division of duties that cannot be thrown into disorder. Therefore ministers dare not pursue private ends, noble officials cannot conceal the humble, the close cannot block the distant, and the orphaned, widowed, old, and weak do not lose their place.

威勢獨在於主

Authority Resides Solely in the Ruler

人主之所以制臣下者,威勢也。故威勢在下,則主制於臣;威勢在上,則臣制於主。故威勢獨在於主,則群臣畏敬;法政獨出於主,則天下服德。

What enables the ruler to control his ministers is his authoritative power. When authority resides below, the ruler is controlled by his ministers; when authority resides above, the ministers are controlled by the ruler. When authority resides solely in the ruler, the ministers are reverent and fearful; when laws and governance issue solely from the ruler, all under heaven submits to his virtue.
