桓公問於管子曰:“吾欲藉於台雉何如?”管子對曰:“此毀成也。”

Duke Huan asked Guan Zhong: 'I wish to levy taxes on buildings — what do you think?' Guan Zhong replied: 'That would destroy what has been built.'

The Haiwang chapter presents the famous salt-and-iron monopoly theory. Rather than direct taxation, Guan Zhong proposes government control of salt and iron production as an invisible tax that no person can evade since everyone must consume salt.
