The Name of Elevating the Worthy Without the Reality

文王問太公曰:「君務舉賢而不獲其功,世亂愈甚,以致危亡者,何也?」太公曰:「舉賢而不用,是有舉賢之名,而無用賢之實也。」文王曰:「其失安在?」太公曰:「其失在君好用世俗之所譽,而不得真賢也。」

King Wen asked Taigong: 'A ruler devotes himself to elevating the worthy, yet fails to achieve results — the world grows ever more chaotic until it reaches the point of danger and ruin. Why is this?' Taigong said: 'He elevates the worthy but does not employ them. He has the name of elevating the worthy but not the reality of using them.' King Wen asked: 'Where does the fault lie?' Taigong said: 'The fault lies in the ruler's preference for those whom popular opinion praises, rather than obtaining the truly worthy.'

群邪蔽賢

Cliques of the Wicked Obstruct the Worthy

文王曰:「何如?」太公曰:「君以世俗之所譽者為賢,以世俗之所毀者為不肖,則多黨者進,少黨者退。若是,則群邪比周而蔽賢,忠臣死於無罪,奸臣以虛譽取爵位,是以世亂愈甚,則國不免於危亡。」文王曰:「舉賢奈何?」太公曰:「將相分職,而各以官名舉人,按名督實。選才考能,令實當其名,名當其實,則得舉賢之道矣。」

King Wen asked: 'How so?' Taigong said: 'When the ruler takes those praised by popular opinion to be worthy and those criticized by popular opinion to be unworthy, then those with many partisans advance and those with few partisans are pushed aside. When this happens, cliques of the wicked band together to obstruct the worthy. Loyal ministers are put to death though innocent, while treacherous ministers obtain rank and office through hollow praise. This is why the world grows ever more chaotic and the state cannot escape danger and ruin.' King Wen asked: 'How then does one elevate the worthy?' Taigong said: 'The generals and chancellors divide their responsibilities, and each recommends men according to their official titles. Examine the name and verify the substance. Select talent and assess ability. Ensure that the substance matches the name and the name matches the substance — then you have attained the way of elevating the worthy.'
