得下之情則治

Governance Succeeds When the Ruler Understands the People's Conditions

然計國家百姓之所以治者,何也?上之為政,得下之情則治,不得下之情則亂。何以知其然也?上之為政,得下之情,則是明於民之善非也。若苟明於民之善非也,則得善人而賞之,得暴人而罰之也。善人賞而暴人罰,則國必治。

What determines whether a state and its people are well-governed? When those above govern and understand the conditions of those below, there is order; when they do not understand the conditions of those below, there is chaos. How do we know this is so? When those above govern and understand the conditions of those below, they are clear about which people are good and which are not. If they are clear about which people are good and which are not, then they can find the good and reward them and find the violent and punish them. When good people are rewarded and violent people are punished, the state will certainly be well-governed.

治國若治一家

Governing the Realm as If Governing a Single Family

故當尚同之為說也,尚用之天子,可以治天下矣;中用之諸侯,可而治其國矣;小用之家君,可而治其家矣。是故大用之治天下不窕,小用之治一國一家而不橫者,若道之謂也。故曰治天下之國,若治一家,使天下之民,若使一夫。

Therefore the doctrine of conforming upward, when applied at the highest level to the Son of Heaven, can govern the realm; when applied at the middle level to the feudal lords, can govern their states; and when applied at the lowest level to heads of families, can govern their families. Thus when applied broadly it governs the realm without deficiency, and when applied narrowly it governs a single state or family without excess -- such is this Way. Therefore it is said: govern the states of the realm as if governing a single family; direct the people of the realm as if directing a single man.

愛民不疾民無可使

Without Urgent Love for the People, They Cannot Be Directed

是故子墨子曰:「凡使民尚同者,愛民不疾,民無可使。曰:必疾愛而使之,致信而持之,富貴以道其前,明罰以率其後。為政若此,唯欲毋與我同,將不可得也。」

Therefore Master Mozi said: 'In directing the people to conform upward, if one does not love the people urgently, the people cannot be directed. One must love them urgently and then direct them, establish trust and then sustain it, guide them forward with wealth and honor, and lead them from behind with clear punishments. If governance is conducted in this way, even those who do not wish to conform with me will find it impossible not to do so.'
