得下之情則治
Governance Succeeds When the Ruler Understands the People's Conditions
然計國家百姓之所以治者,何也?上之為政,得下之情則治,不得下之情則亂。何以知其然也?上之為政,得下之情,則是明於民之善非也。若苟明於民之善非也,則得善人而賞之,得暴人而罰之也。善人賞而暴人罰,則國必治。
What determines whether a state and its people are well-governed? When those above govern and understand the conditions of those below, there is order; when they do not understand the conditions of those below, there is chaos. How do we know this is so? When those above govern and understand the conditions of those below, they are clear about which people are good and which are not. If they are clear about which people are good and which are not, then they can find the good and reward them and find the violent and punish them. When good people are rewarded and violent people are punished, the state will certainly be well-governed.
