Biography

Li Kui served as chancellor under Marquis Wen of Wei and is recognized as a foundational figure in Chinese Legalist philosophy. His Canon of Laws (Fajing) was the earliest comprehensive legal code in Chinese history, establishing principles that influenced all subsequent dynastic codes including the Qin and Han legal systems. He also implemented agricultural reforms — government grain price stabilization, land-use optimization, and tax policies that balanced peasant subsistence with state revenue. Li Kui's thought directly shaped Shang Yang's later reforms in Qin and the entire Legalist tradition. Confucian critics blamed his policies for the harsh governance that characterized the Qin unification.
