Marquis Zhao of Han ruled during the state's brief period of relative strength. Though Han was the smallest of the Warring States, surrounded by powerful neighbors, Marquis Zhao appointed Shen Buhai as chancellor and implemented a series of administrative reforms focused on 'technique' (shu) — bureaucratic management, performance evaluation, and accountability. These reforms made Han more efficient than its size would suggest, but the state's fundamental geographic vulnerability limited their impact. Marquis Zhao is remembered as a ruler who compensated for Han's natural disadvantages through clever governance.
