Fix and determine the five punishments, each matching its name — the guilty do not resent and the good are not alarmed: this is called punishment. Correct them, submit them, overcome them, adorn them, and the commands must be strict, then the people will follow: this is called governance. Like the four seasons that never vary, like the stars that never change, like day and night, yin and yang, the brightness of sun and moon: this is called law. Love them, give them life, nourish them, complete them — benefit the people without claiming virtue, and the realm will feel close: this is called virtue. Without virtue, without resentment, without likes, without dislikes — the myriad things honor the one, yin and yang share the same measure: this is called the Way. Punishment brings it to a stop; governance commands it; law prevents it; virtue nurtures it; the Way illuminates it.
