The Way to a Sufficient State: Economize and Enrich the People

足國之道:節用裕民,而善臧其餘。節用以禮,裕民以政。彼裕民,故多餘。裕民則民富,民富則田肥以易,田肥以易則出實百倍。

The way to make the state sufficient: economize on expenditure and enrich the people, and carefully store the surplus. Economize through ritual propriety; enrich the people through good governance. When you enrich the people, there is much surplus. When the people are enriched, they become wealthy; when wealthy, the fields are fertile and well-tended; when fields are fertile and well-tended, the harvest yields a hundredfold.

墨子之言昭昭然為天下憂不足

Mozi's Worry About Scarcity Is Misguided

墨子之言昭昭然為天下憂不足。夫不足非天下之公患也,特墨子之私憂過計也。

Mozi's pronouncements clearly show him worrying that the world has not enough. But scarcity is not a universal affliction of the world — it is merely Mozi's private, overcalculated anxiety.
