There Are Disordered Rulers, Not Disordered States
有亂君，無亂國；有治人，無治法，羿之法非亡也，而羿不世中；禹之法猶存，而夏不世王。故法不能獨立，類不能自行；得其人則存，失其人則亡。法者、治之端也；君子者、法之原也。
There are disordered rulers but not inherently disordered states; there are people who bring order, but not laws that bring order by themselves. Yi's archery method did not perish, yet there was not an Yi in every generation who could hit the target. Yu's laws still survived, yet the Xia did not produce a king in every generation. Therefore laws cannot stand alone, and precedents cannot operate by themselves. Obtain the right person and they endure; lose the right person and they perish. Laws are the starting point of governance; the gentleman is the source of laws.
