The Template of Law
凡將立事，正彼天植，風雨無違。遠近高下，各得其嗣。三經既飭，君乃有國。喜無以賞，怒無以殺；喜以賞，怒以殺，怨乃起，令乃廢，驟令不行，民心乃外。
Whenever establishing enterprises, align with heaven's plantings and do not contravene wind and rain. Far and near, high and low — let each receive its proper succession. When the three principles are cultivated, the ruler will have his state. Do not reward out of joy, do not kill out of anger. If you reward from joy and kill from anger, resentment will arise, commands will be abandoned, repeated commands will go unheeded, and the people's hearts will turn away. When the people turn away and form parties, disaster begins to sprout. What the multitude resents, even a strong position cannot defend. Examine what you praise and always observe its end; abolish what you despise and always calculate its consequences. Model heaven, unite with virtue, pattern law without favoritism. Joy lies in having something to bestow; multitude lies in abolishing private interest. Drawing the distant lies in cultivating the near; closing off disaster lies in eliminating resentment. Cultivating lasting power lies in appointing the worthy; attaining high security lies in sharing common interests.
