桓公問於管子曰：“輕重安施？”管子對曰：“自理國戲以來，未有不以輕重而能成其王者也。”
Duke Huan asked Guan Zhong: 'Where should the light-and-heavy system be applied?' Guan Zhong replied: 'From the time of the state of Li and Guo Xi to the present, no one has ever become king without employing the light-and-heavy system.'
